Possible census records:

Alfred Livingstone document says her name was Ann Phipps, which
is born out by the birth certificate of her son James, which
says the birth was at Scholes, Wigan.
There is an Ann Livingston, age 49, widow,
occupation = "winds bobbins" living at Scholes, Nicholas Nook,
Wigan in 1851 census, Wigan, Lancashire with children Sarah (14),
Patrick (11), and James (5). Children were all born in Wigan,
Ann was born in Ireland. If this is the correct record for James and Ann, Ann's birthdate is about 1802.
